Working together to build better communities throughout Pinellas County, the Pinellas County Housing Authority (PCHA) and the St. Petersburg Housing Authority (SPHA) are committed to providing quality, affordable housing for families in need. Through our programs and services, PCHA and SPHA help residents obtain financial stability, prepare for homeownership and break free from government assistance. There are approximately 119,615 rental units located in Pinellas County and 20,535 of these units (17 percent) are affordable rentals. Housing authorities own, operate and/or administer roughly half of these affordable rental units. Approximately 8,000 families are served by PCHA and SPHA.

As nationally recognized leaders and innovators in the field of affordable housing, PCHA and SPHA are looking to creative measures to fund programs and services, such as community partnerships and efficiency strategies. In a time when available federal funds are being reduced annually and operating costs continue to rise, this resourceful approach is fundamental to our success as we strive to increase service to our residents.

Economies of Scale Initiative

The Economies of Scale (EOS) initiative, introduced in 2004, is a collaboration between housing authorities operating in Pinellas County, Florida. Participants include the St. Petersburg Housing Authority (SPHA), the Pinellas County Housing Authority (PCHA), the Clearwater Housing Authority (CHA) and the Dunedin Housing Authority (DHA).

The EOS program is designed to efficiently provide housing services to our customers while simultaneously saving money for taxpayers and the participating agencies. This model realizes savings by cost sharing in human resources, training and management and maintenance operations. The savings are used to offset loss of federal funding, to improve assets and programs and as capital in the acquisition or development of affordable housing.

The genesis of the EOS initiative came from the Pinellas Realtor Organization, which combined two local realtor groups in order to reduce costs and improve overall cost efficiency. Using the EOS approach, housing authorities have adopted efficiency strategies, realizing millions of dollars in savings since the program began.

The participating housing authorities examine their resources, abilities and skill sets, then make joint determinations as to which agency is in the best position to provide excellent service in a given area/function. Independent board action by resolution is required by the respective Boards of Commissioners in order to enact EOS agreements.

Current areas of EOS implementation include: Executive Management, MIS Administration, Personnel Services, Financial Management, Compliance/Fraud Recovery, Asset Management and Maintenance, Board and Staff Training, Communications/Public Relations, and Procurement and Contracting.
